Design-and-Build Turnkey Tender

Six Attached Villas | Al Nahdah, Jeddah

We invite licensed design-and-build contractors to submit a proposal to design, obtain approvals for, construct, finish and hand over a premium residential villa project in Al Nahdah, Jeddah.

Project basis

The owner has two adjoining plots described as identical, approximately 742.5 m² each. The supplied survey for one plot shows a 27 m frontage and 27.5 m depth. The intended scheme is three attached villas per plot, six villas total, with an indicative 9 m frontage per villa. The second plot’s survey and access must be verified.

The objective is to build completed villas for individual sale. Each villa should target approximately 425–440 m² of enclosed built area, subject to approvals and a clearly defined measurement method. The owner’s working construction and finishing benchmark is SAR 2,000/m². Contractors must submit their actual priced proposal with a complete scope, timeline and bill of quantities.

The six-villa layout is conditional on approval. The contractor and its licensed design team must establish the permitted unit count, building envelope and separate title/sale route before proceeding to final design. The bid must explain how design or pricing will be adjusted if six independently saleable units cannot be approved.

Design requirements

The preferred concept is three attached villas in a continuous row on each plot, with no side passage between villas. The middle unit should use the feasible building width; outer-unit setbacks must be resolved through the approval process. Each villa should have its own entrance, provision for two usable parking spaces where permitted, and a private rear patio accessed through the villa.

The proposed room programme per villa is:

* Ground floor: separate majlis and guest WC; family living and dining; bedroom with shower that can alternatively serve as an office; closable show kitchen; separate enclosed wet kitchen; pantry and storage.
* First floor: primary suite, three additional family bedrooms, family lounge, bathrooms and linen storage.
* Upper annex: flexible hall, study or exercise space, maid’s room and bathroom, laundry, storage and roof terrace, within the approved area.
* Core: efficient staircase and structurally coordinated provision for a future lift. An installed lift is excluded from the base scope.

The villas are to be handed over unfurnished but fully finished, with fitted kitchens. The proposal must state exactly which appliances, air-conditioning systems, external works and utility connections are included. The exterior should follow a coherent contemporary design with shaded glazing, privacy screens and durable materials suited to Jeddah’s climate. Corrected images showing a continuous attached row will be supplied as visual references only.

Turnkey scope

The contractor’s price and programme should cover:

1. Verification of both sites and surveys, site investigations, concept design and a written planning and title feasibility assessment.
2. Licensed architectural, structural and MEP design; coordination; authority submissions; and management of approval comments.
3. Construction, complete interior and exterior finishes, fitted kitchens, building services, parking areas, patio works, waterproofing, testing and commissioning.
4. Coordinated construction drawings, specifications, an itemised bill of quantities, material samples, quality inspections and progress reporting.
5. Completion documentation, as-built drawings, operating manuals, warranties, defect rectification and handover ready for sale.

Identify statutory charges or utility-provider fees that cannot yet be fixed and price them separately. Do not leave required design or construction work as an undefined exclusion.

Please provide: * Company licence, design-team qualifications and examples of completed comparable villas in Jeddah. * Proposed approval strategy for three saleable villas on each 27 m frontage, including a priced or clearly defined fallback if this is not approved. * Concept layouts for a middle and an outer villa, preliminary front and rear elevations, area schedule and proposed finish specification. * A fixed price or staged price commitment separating feasibility/design, approvals and construction, with the point at which the final lump sum becomes binding clearly stated. * Itemised price per villa and for the full project; cost per m² using a stated area definition; inclusions, exclusions, provisional sums and applicable taxes shown separately. * Design and construction programme, payment milestones, proposed warranties and defect-liability period. * A separately priced premium-finish option and any recommended changes that improve buyer appeal without unnecessarily increasing built area. Award will consider approval capability, design quality, scope completeness, demonstrated construction quality, programme and total delivered cost—not the lowest headline price per square metre alone.
